Chris Leibman
Senior Vice President and Chief Access Head
Chris Leibman is Senior Vice President and Chief Access Head at Biogen, where he leads global value evidence generation, patient access, pricing strategy, and the company’s Public Policy and Government Affairs organization.
He also serves on the Executive Committee of the Biotechnology Innovation Organization (BIO). In July 2025, Massachusetts Governor Maura Healey appointed him as Commissioner to the state’s Health Policy Commission, where he contributes to efforts aimed at improving healthcare affordability for residents across the Commonwealth.
Prior to joining Biogen in 2014, Dr. Leibman was Head of Market Access and Policy for Neuroscience at Janssen Pharmaceuticals (Johnson & Johnson), where he led global market access strategy and value evidence generation across the neuroscience portfolio.
With more than 25 years of experience in the global biopharmaceutical industry, Dr. Leibman has a strong track record in advancing value-based healthcare, sustainable pricing models, and innovation in patient access. He has authored and presented extensively on the economic and societal value of biopharmaceutical innovation.
Dr. Leibman holds a Bachelor of Science in Biology from the University of Illinois at Urbana-Champaign and a Doctor of Pharmacy from the University of Illinois at Chicago. He completed a postdoctoral fellowship in health economics with GlaxoWellcome and earned a Master of Science focused on Pharmacoeconomics and Health Policy from The Ohio State University.
